Customization is basically changing the default workings of the theme. There are many ways to customize WordPress themes. You can modify parts of it (ranging from styling changes done in css or modifying parts of it in .php files), or you can create install plugins that will modify the behavior of your site.

Speaking from experience, for bigger projects it’s always easier to start from a skeleton theme – a bare theme with no styling, and minimal functionality, and then just add what you need to it. This will ensure that the code works properly, and that it has no bugs. The main issue when you need to modify a code that you didn’t write is that a developer will actually loose time to find out how the other developer coded the site. We all have our own different and unique style, and some of us don’t like to comment their code. Which just creates a mess, headache and pain to anyone who has to rewrite the code later on (note to developers who might be reading this – please comment your code).

Small customizations are relatively cheap, while creating an entire page from scratch will be more expensive. It all depends on the type of customization. But if you work with professionals, you can be sure that the project will be done as best as you’ve wanted it.
